Middlesex County's data center fight is in Lowell, where Markley Group runs the state's largest data center, a 352,000-square-foot building on the old Prince spaghetti factory site. In August 2026 a Middlesex Superior Court judge temporarily blocked Markley from installing four new diesel backup generators, while letting it run four it had already put in. Residents had sued the state Department of Environmental Protection in April over its approval of a plan for 27 diesel generators on the site.

Lowell's City Council passed a one-year moratorium on new data centers or expansions in March 2026, but Markley challenged it and in July reached a deal with the city letting it go ahead with expansion plans filed before the pause. "The moratorium is essentially null and void. It affects future data centers but not this one," resident Sienna Herbert told GBH. State Sen. Vanna Howard of Lowell has told the Senate that some neighbors' electric bills rose more than 50% and described exhaust in bedrooms and noise at night.

In Everett, where no data center has been proposed, the City Council on June 22, 2026 limited any data center in the Docklands Innovation District to 20,000 square feet or five megawatts of power, whichever is smaller, with a special permit. Equinix also runs an established data center campus in Billerica.
