Elon Musk's AI company xAI is retrofitting an 800,000-square-foot building in Southaven into a data center called MACROHARDRR, which Governor Tate Reeves announced in January 2026 as "the largest economic development project in Mississippi's history," at more than $20 billion. Nearby, xAI's gas turbine plant on Stanton Road powers its Colossus 2 data center across the state line in Memphis. xAI is to remove all 69 of the plant's temporary turbines between August 2026 and July 2027 and replace them with a permanent 1.2-gigawatt plant of 41 turbines.
Neighbors' main complaint is noise. Jason Haley, who lives about half a mile from the plant, said the hum has been there around the clock since August 2025: "You hear it inside your house. You step outside, you hear it." Hundreds of residents opposed the permanent turbines at a February 17, 2026 hearing in Southaven. On March 10, meeting in Jackson on primary election day, the state Environmental Quality Permit Board unanimously approved them. "The people who live in Southaven do not want this," resident Shannon Samsa told the board.

The state let the temporary turbines run without air permits for up to a year. The NAACP sued xAI in federal court in April, arguing that this breaks the Clean Air Act, and on May 6 asked a judge to shut the turbines down until they are permitted; no ruling has been published. Under rules set by the Mississippi Department of Environmental Quality, xAI may add no new turbines after July 15, 2026, and each existing turbine has a set retirement date.
The state approved xAI for its standard data center sales tax exemption on computer equipment, and Southaven and DeSoto County agreed to fee-in-lieu deals, fixed payments in place of regular property taxes. xAI "did not ask for any special tax treatment," said Bill Cork of the Mississippi Development Authority.
