Data centers in Gloucester County, New Jersey: 2 projects mapped
Monroe Township banned data centers everywhere in town on April 22, 2026, and is now being sued for $300 million by Hexa Builders, which wanted to build a 1-million-square-foot data center on its roughly 170 acres at 3043 Black Horse Pike, in the Williamstown area. The case is in federal court in Camden, where U.S. District Judge Edward Kiel has yet to rule on Monroe's request to dismiss it.
The township had changed its redevelopment plan in June 2025 to allow data centers on Hexa's land, at a meeting Mayor Greg Wolfe said no residents attended. After warehouses won preliminary approval there in January 2026, residents feared they could become a data center and packed meetings over water, power bills and noise. The April ordinances removed data centers from the Hexa site and banned them township-wide, allowing only server rooms on no more than 2 percent of a property. "The process worked," Wolfe wrote.

Hexa sued on June 5 after the township declared its data center application incomplete on May 12. Its complaint argues that "data centers are a medium of expression" protected by the First Amendment. The township's lawyer, Todd Gelfand, answered that "the fact that data centers support electronic communications does not transform a land-use regulation into a speech restriction." Hexa has asked for its state-law claims to go back to state court.
In East Greenwich Township, American Tower withdrew its plan for a roughly 4-megawatt data storage building on 6.2 acres along Mantua Road in Mount Royal after a petition against it passed 5,800 signatures. Mayor Jim Philbin said the township was one of the first in South Jersey to adopt an ordinance prohibiting future data centers.
