Amazon Web Services wants to build a $4 billion data center campus on the 471-acre Cosler Farm along South U.S. 68 in Wilmington, backing onto the Timber Glen subdivision, where some homes are a couple hundred feet away. The city council approved the rezoning and data center rules again in September 2026, but the site plan still needs the planning commission's approval, and a resident's lawsuit over how the council passed the rules is pending before a visiting judge.

Amazon has promised $25 million in water, sewer and road work, including a 1 million-gallon water tower, and 100 permanent jobs with an $8 million payroll. Neighbors worry about noise, generators, air pollution and power bills. Several homeowners sued in federal court, and a judge found the city had broken open meeting rules and ordered the votes redone. The council then passed the rules as emergency measures, which under Ohio law cannot be challenged by referendum. Resident Rachel Brooks sued, saying "the goal of the City seems to be to prevent us from gathering signatures."

Voters will not get a say this November. The Ohio Supreme Court ruled that a citizen initiative setting data center limits on noise, lighting and water could stay off the November 3 ballot because it would let residents sue data centers, which the city has no power to allow. In February 2026 the council also voted 5-2 to rezone about 500 more acres in Wilmington for a second data center by Ardent Technologies. "We're fighting our own representatives," said resident Laura Struve.
