Data centers in El Paso County, Texas: 3 projects mapped
El Paso County's data center story is Meta's Northeast El Paso campus, first approved for tax breaks in December 2023 as an $800 million, 1,000-acre commitment. Meta broke ground in October 2025 calling it a 1 gigawatt, $1.5 billion project, then raised its promised investment to $10 billion in March 2026. The city's deal cuts Meta's property taxes 80 percent for 25 years in exchange for 50 permanent jobs, though Meta says it will hire 300; officials still expect Meta to become the city's biggest taxpayer.
Residents turned against the deal over power and water. El Paso Electric asked regulators in December 2025 to build a nearly $500 million gas-fired plant, McCloud, next to the campus, made of 813 small generators, after saying for months that Meta could rely on existing power and a new solar farm. "We were not told that El Paso Electric would be building a power plant powered by fossil fuels," said Verónica Carbajal of the Sembrando Esperanza Coalition. El Paso Water says Meta is capped at 2.5 million gallons a day, but a near-record-low Rio Grande this year has forced more groundwater pumping.

Nearly 200 people spoke when the council considered ending the Meta agreement on June 9; it failed 5-3. "At the end of the day ... we just need water," said council member Lily Limón, who voted to cancel it. On July 20 the council unanimously adopted rules ending tax incentives for future data centers, requiring water, energy and noise plans, and setting a 300-foot buffer from homes, though the rules do not reach Meta's campus or a separate data center the Carlyle Group and the Army are pursuing at Fort Bliss.
El Paso Electric has asked the Public Utility Commission to approve a special rate for large data center customers, with the city opposing it; a decision was expected last fall, and no result has been published.
