AWS GW Ranch (Pecos County) data center, Fort Stockton, Texas

Amazon Web Services is building a data center campus on GW Ranch, 8,400 acres in Pecos County, Texas, about 17 miles north of Fort Stockton. The campus is under construction as three buildings, A, B and C, at a stated cost of $300 million each, with work underway since August 2026. Pacifico Energy is building a 7,650 megawatt natural gas plant on the same ranch to power the campus off the Texas grid.

The gas plant would use 35 turbines and could emit up to 33 million tons of carbon dioxide a year under the air permit Texas issued in January 2026, more than the country's largest coal plant. Because the plant counts as a separate business from the data centers, the data centers themselves need only minor air permits as low-level polluters.

Amazon's link to the project became public in early August 2026, when it filed three construction permits with the state. The energy newsletter Cleanview then reviewed satellite imagery and found land clearing already underway at the site described in GW Ranch's air permit records; Amazon confirmed it had bought the site and would buy power from Pacifico Energy's plant.

Amazon says the campus is "powered by new on-site generation that won't raise electricity costs for Texas families" and is designed to shift to grid power later; Pacifico Energy plans up to 750 megawatts of solar and 1.8 gigawatts of battery storage on site. On August 3, 2026, Governor Greg Abbott ordered a statewide moratorium on approving new data centers until regulators audit projects seeking grid connections, though GW Ranch is being built off the grid.
