Cotulla is negotiating to bring Cipher Digital's Reveille data center inside the city, and city officials are open about why: the money. The Frio-Nueces Current reported in August 2026 that Cipher, the former Bitcoin miner, plans a $480 million building on more than 70 acres at the Kemosabe business park, behind the Love's travel center south of the Nueces River, holding an estimated $1.5 billion of servers on the fiber corridor that follows IH-35 between Laredo and Dallas. Data Center Dynamics reported in February 2025 that Cipher owned the Reveille site in Cotulla and that it would start at 70MW, scalable to 200MW; San Angelo Live's September 2026 list of Cipher's sites described it as 70MW approved, with 2027 as the target.
The Current's report came from a city council meeting on August 13, where councilors were asked to hire consultants to negotiate with the company. City Administrator David Wright said the project would effectively "double the municipal annual budget" and estimated Cotulla could earn as much as $50 million over ten years. "This will not be a job creator," he said. "It will be a money creator." Construction could involve 400 to 1,000 workers, but the finished building might employ 50 people or fewer. Cipher has said it will build its own substation under a direct contract with American Electric Power, and may use treated city wastewater for cooling rather than draw on the Carrizo-Wilcox Aquifer, the paper reported; the company would have to pay for a pump station and pipeline across the Nueces River that City Hall put at more than $7 million, still to be negotiated. Mayor Sandra Luna said she had learned the facility would need 12,000 gallons of water a day, "less than a golf course". Wright said that if talks stalled or the council said no, Cipher could build outside city limits on Cochina Ranch Road, drill its own well and avoid paying city taxes.

Not everyone at the table was sure. Councilors had received a confidential memo on the project the month before, and its contents have not been made public. City Attorney Steve Pena told the council that nobody in city government had experience negotiating a deal like this, and said of Cipher: "Are they for real? We don't know. Are there red flags? None of us knows that." He warned that "data centers are controversial" and that the industry would face more state regulation. Councilor Raquel Yanez said she was uncertain how healthy the city was financially and wanted to hear from more people who understood the business, and Councilor Billy Alvarado said his own research had not made him comfortable. Councilor Gilbert Ayala said he would support it "as long as it doesn't mess with the quality of life". Among the consultants recommended was Jeff Snowden of Capex Consulting, who told the council he believed the city's wastewater supply would be adequate.
What happens next is a set of agreements between Cotulla and Cipher on infrastructure, utility connections and payments, possibly including a tax break during construction, and permit filings with the state. No published report describes a council vote on them, a La Salle County Commissioners Court action, or any public hearing, and none gives a date for construction to start.
