Mitchell County's data center is Barber Lake, a 300-megawatt AI computing campus at 951 County Road 204, north of Interstate 20 and just outside Colorado City, built by Cipher Digital (formerly Cipher Mining) on a site that has grown from 250 acres to nearly 600, San Angelo LIVE! reported. Fluidstack leases the whole site. In its first deal in September 2025, Cipher agreed to deliver 168MW of IT load under a $3 billion, 10-year lease, with Google backstopping $1.4 billion of Fluidstack's obligations and taking a 5.4 percent stake in Cipher, DCD reported. A third deal took Fluidstack to the full 300MW. Anthropic is the AI user, with Google TPUs running its models. San Angelo LIVE! reported the first phase was due to deliver capacity in September 2026, with rent starting in October and a second phase targeted for January 2027.

Colorado City's own water system failed in July 2026, when thunderstorms knocked out power and backup generators at a well-pump station and taps ran dry, on top of years of aging pipes. Cipher, Fluidstack and Anthropic presented a $10 million check on September 14 to open the Colorado City Water Infrastructure Foundation, a nonprofit to fund repairs. Mayor Ruben Hurt said the money is part of a $27 million package with a $10 million USDA grant and a separate $7 million grant. The city's list includes a new well field, a new water tower, replacement of a 16-inch main running about two miles through town and a second line to the school district. Cipher says Barber Lake uses only on-site non-potable water and does not connect to the city system, and Hurt has said the data center is not a city water customer. "We could see that Colorado City was a community with deep roots," Cipher CEO Tyler Page said.

Lee Roy Miller, the Republican nominee for the county's Precinct 2 commissioner seat, is a cattleman who told San Angelo LIVE! he runs less than half the cattle he did 20 years ago because he is still uneasy about water after the 2011 drought. He called the data center a necessary economic development project and said he was glad the city was getting help with its water system.
