Data centers in Spokane County, Washington: 1 project mapped
Spokane County has one operating data center on record, TierPoint's site in Liberty Lake, and two much larger projects working their way through county government. Avista, the region's utility, signed a memorandum with an unnamed company seeking up to 500 megawatts in north Spokane County before pausing talks on June 12 over ratepayer and environmental concerns. A second proposal, a data center called Rock Point or Big Rock tied to County Commissioner Al French and Apricus Energy, is seeking 1,000 megawatts on 514 acres in the West Plains.
Records obtained by resident Brittany Anderson showed French had worked with Apricus for more than a year before the plan became public; Apricus was formed in 2023 and appeared not to have built anything. "The hydrogen is my goal, not the data center. The data center is ancillary," French said. Residents at a July 30 hearing worried the project would worsen PFAS contamination of West Plains groundwater. "These data centers pollute everything," said Shawna Robinson of Airway Heights. Apricus has since asked Airway Heights to sell it reclaimed water for cooling.

Spokane's city council voted 6-1 on June 22 for a one-year moratorium on data centers over 25 megavolt-amperes, running to June 2027. County commissioners followed on August 18, voting unanimously for a shorter, four-month pause on permits for large-load data centers that runs to December 15, while draft zoning rules go through the planning commission. Those rules would apply to projects over 20 megawatts, steer them to heavy-industrial land, and leave the county's eight already-operating data centers untouched, planning director Scott Chesney has said.
The county planning commission is holding hearings on the zoning rules, which commissioners hope to adopt before the pause expires December 15. At a September 15 hearing, residents again questioned Apricus's legitimacy and French's role in the project.
