Most of Washington's data centers are in Quincy, in Grant County, where Microsoft, Sabey, Vantage, H5, CyrusOne, NTT Data and Oath run data centers. The next big one is Amazon Web Services' planned campus on 554 acres at the Port of Walla Walla's Wallula Gap Business Park; in June, Walla Walla County found Amazon's application incomplete. Across the state, at least 15 cities and counties have paused new data centers while they write rules.

Quincy depends on them: data centers pay 57% of all the taxes the town collects, state Rep. Alex Ybarra said, and they used 37% of Grant County PUD's power generation. In Spokane, Avista Utilities paused talks with an unnamed 500-megawatt customer in June after a flood of public comment; that one customer would need about half the power used by every home and business in Spokane County.

Seattle's council unanimously passed a one-year moratorium on June 9, and Spokane followed with its own, approved 6-1. Spokane County commissioners, after weeks of criticism, unanimously approved a four-month pause on August 18. In Kittitas County, Cle Elum passed a six-month moratorium on July 31 over Blue Fern Development's proposed 20-megawatt, $200 million data center, and the county followed on August 10; officials warned the Blue Fern project may still go ahead under an older development agreement. Skagit, Yakima, Snohomish and Skamania counties have also paused, while Klickitat County chose to write a policy instead.

State lawmakers this year repealed the sales tax break on replacement servers at data centers, while a broader bill to regulate them failed in the Senate. Spokane County's pause runs to mid-December unless commissioners extend it.
