ADP Ladysmith Data Hub data center, Ruther Glen, Virginia

ADP Ladysmith Data Hub, LLC wants to rezone 140.38 acres at 18577 Green Road, west of I-95 about 1.7 miles from the Ladysmith interchange in Caroline County, Virginia, for a data center campus, and the request is waiting for a hearing date. It asks for Planned, Innovation, Research and Technology zoning and a special exception for the data center, on land owned by Good Earth Horticulture, Inc.

The generalized development plan, dated March 19, 2025, allows buildings up to 95 feet tall on two floors, with a substation area, 100-foot setbacks and at least 20% open space. It projects about 1,313 vehicle trips a day at full buildout and county water and sewer from Green Road. The plan lists the applicant at a Stamford, Connecticut address with a contact at AVAIO Capital, and its land use attorney is Ann Neil Cosby of GreeneHurlocker, who also represents the nearby Bull Church Data Center. No megawatt figure, tenant or cost has been made public.

The county lists the request as requiring a public hearing. Since December 2024 Caroline has required a special exception permit for any data center on industrial land.

The largest project at the Ladysmith interchange is CleanArc Data Centers' campus on 650 acres at the former Virginia Bazaar flea market, just east of I-95 at Exit 110. On September 22, 2026, supervisors voted 4-2 to rezone 916 acres for Luck Stone's Carmel Technology and Enterprise Center, an industrial park with no named end user, over traffic concerns from Supervisors Jeff Black and Jeff Sili.

Also waiting are the Bull Church Data Center rezoning east of I-95 and Thornberry, LLC's request to rezone 657 acres on Carneal Lane for a data center campus.

No hearing date had been set as of September 2026. The site is in the Mattaponi District, represented by Supervisor Floyd Thomas. Caroline County's Board of Supervisors decides rezonings and special exceptions: Chair Clay Forehand, Nancy Long, Floyd Thomas, Reginald Underwood, Jeff Black and Jeff Sili.
