Ladysmith Technology Park data center, Caroline County, Virginia

Ladysmith Technology Park, a data center and electrical substation planned by Mattan Ladysmith, LLC on Ladysmith Road just northwest of the I-95 interchange in Caroline County, Virginia, is under the county's technical review. The land is already zoned M-1 Industrial and B-1 Business, so Mattan filed a site plan rather than a rezoning, and no public hearing is required.

The major site plan, prepared by Bowman Consulting Group and dated December 9, 2024, shows a first data center building and a substation yard of about 7.1 acres on the parcel, in the Port Royal district. No megawatt figure, tenant or cost has been made public.

The timing matters. On December 10, 2024, the day after this plan was dated, the county began requiring a special exception permit for data centers on industrial land, which means a public hearing and a vote by supervisors. CleanArc, across the interchange, was allowed to proceed without one because it had applied before the change, and the county's list shows Ladysmith Technology Park still proceeding as a site plan with no hearing required.

The largest project at the Ladysmith interchange is CleanArc Data Centers' campus on 650 acres at the former Virginia Bazaar flea market, just east of I-95 at Exit 110. On September 22, 2026, supervisors voted 4-2 to rezone 916 acres for Luck Stone's Carmel Technology and Enterprise Center, an industrial park with no named end user, over traffic concerns from Supervisors Jeff Black and Jeff Sili.

Other data center requests near Ladysmith include the Bull Church Data Center rezoning on Bull Church Road and ADP Ladysmith Data Hub's rezoning of 140 acres on Green Road, both without hearing dates.

As a site plan on land already zoned for industry, it is listed as needing no public hearing. The parcel is in the Port Royal District, represented by Supervisor Nancy Long. The latest county listing, from September 2026, still shows the plan in technical review.
