Arizona Land Consulting Co. data center, Tonopah, Arizona

Arizona Land Consulting's Hassayampa Ranch data center, a campus of up to 1.5 gigawatts (1,500 megawatts of power) planned on about 2,000 acres of desert near Tonopah in Maricopa County, Arizona, was approved for a second time by the county Board of Supervisors on April 8, 2026. The supervisors had already voted unanimously on December 10, 2025 to allow industrial use on the land, and no end user has been named for the site. Developer Anita Verma-Lallian told Data Center Dynamics the campus could cost $25 billion at full build out, though she said estimates were hard to give before planning and design.

Neighbors fought the December change: two adjacent landowners spoke against it and two petitions carried about 100 signatures from Tonopah and Buckeye residents, citing air and noise pollution, property values and water use in a community that depends on groundwater. Water attorney Michele Van Quathem said the project would likely partner with Global Water Resources or that the tenant could supply its own water, and that water sources must comply with Arizona's groundwater laws for the Phoenix Active Management Area. Tonopah resident Tonya Pearsall said her main concern is water because everyone there is on wells, and neighbor Cherisse Campbell, who raises turkeys next door, gathered nearly 200 signatures over light and noise pollution and traffic.

Buckeye city staff and the White Tank Mountains Conservancy first opposed the change over a wildlife corridor along Jackrabbit Wash and the Hassayampa River, and the city withdrew its objection after the developer agreed to work with it and the Arizona Game and Fish Department on wildlife movement. By April, former opponents including neighbors Ron and Kathy Fletcher wrote in support, citing buffer zones and limited-use designations, and several who had opposed the project spoke in favor at the hearing. The April approval lets Arizona Land Consulting move to a detailed zoning application and site plans, and neighbors will get another chance to weigh in during that site-plan review.
