BaRupOn Data Center, Liberty, Texas

BaRupOn's data center near Raywood, in Liberty County, Texas, is part of a 701-acre campus the company calls the Liberty American Multi-Sourced Power and Innovation Hub, or LAMP, which is under construction and targets 3GW of on-site capacity, with an initial 240MW of generation under way. The California medical equipment maker says it broke ground in January 2025 on what began as a chemical plant, and plans to power the site with gas, geothermal, solar and advanced nuclear.

"We call ourselves accidental data center builders," chief operating officer Balaji Tammabattula told the Houston Business Journal. The county says it was never told: County Attorney Matthew Poston said its subsidiary, QYK Brands, presented a project on Sept. 24, 2024, that "did not describe a data center as being a part of the project" and centered on plastics used in PPE. Commissioners had asked Poston to pursue enforcement against QYK for starting construction without permits, and he said the company cooperated briefly before renewing work "while failing to cooperate in the manner promised," with fines and fees accruing until final approval.

On July 14, 2026, the Commissioners Court approved a preliminary plat for QYK's industrial park 3-1, with Precinct 4 Commissioner Gerald Kolarik dissenting. A proposed QYK concrete batch plant is also before state regulators, who extended the public comment deadline from July 27 to Sept. 11, according to state Rep. Janis Holt.

Final county approval still waits on QYK paying the accrued fines and fees.
