Data centers in Liberty County, Texas: 1 project mapped

A data center is under construction in Liberty County at a Raywood site that BaRupOn LLC, a California medical manufacturer, calls the Liberty American Multi-Sourced Power and Innovation Hub, or LAMP. The company says it holds permits for about 60 megawatts of on-site gas generation, with a long-term target of 3,000 megawatts on the 701-acre site alongside gas supply agreements from Kinder Morgan. What happens next is a permitting question: whether the county grants final approval once outstanding fines are paid.

County Attorney Matthew Poston told The Vindicator that commissioners were told in September 2024 by BaRupOn subsidiary QYK Brands that the site would only be a plastics plant, with no data center; commissioners later sought enforcement after QYK started construction without permits. Poston said construction resumed "while failing to cooperate in the manner promised," and fines continue to accrue until final approval. BaRupOn has not sought county tax incentives, and told The Vindicator the project could bring thousands of jobs and could supply water to the community.

BaRupOn's larger ambitions depend on winning air permits for gas power in a Texas nonattainment area for air quality. Chief Strategy Officer Derek Matthews said, "You can't burn gas" there without strict emissions permitting. The company has also completed a feasibility study with NANO Nuclear Energy on microreactors it calls conceptual and likely years away, and says the site will stay off the Entergy and MISO grid.
