BlockFusion aka North East Data Center LLC, Niagara Falls, New York

The Niagara Falls City Council voted unanimously in October 2025 to approve a high-energy use overlay for the BlockFusion data center and bitcoin mine at 5380 Frontier Avenue in Niagara Falls, Niagara County, New York, clearing the way for its operator, North East Data LLC, to apply for the city permit it needs to keep running. The vote followed a unanimous recommendation from the city Planning Board and ended a three-year fight over noise.

Complaints about mining noise led the city in 2022 to confine data centers and bitcoin mines to industrial zones with a 65-decibel cap at the nearest home, and BlockFusion shut down when the rules took effect that November. The company sued the city and the two sides settled in December 2023 on an environmental review process; the company's noise consultant found the plant does not raise sound levels at nearby homes, though resident Sarah Zelensky disagreed.

Zelensky described "a horrible, mechanical, grinding noise" from the site; the city's Zoning Board of Appeals later found the company in compliance anyway.

In September 2026 BlockFusion's subsidiary signed a 15-year anchor lease with the AI cloud company CoreWeave, firming up a June letter of intent for up to 300 megawatts that includes 85 megawatts of guaranteed capacity, with the first 25 megawatts expected in 2027. BlockFusion is going public through a $450 million merger with Blue Acquisition Corp. and has an exclusivity deal to buy adjacent land that would grow the site from about 5 acres to roughly 40.

New York also put a moratorium on new data center construction in place statewide from July 14, 2026, to July 14, 2027, but it targets new proposals rather than BlockFusion's plant, which already holds its city permits. With the overlay cleared, BlockFusion can now seek the city's high-energy use permit to keep the site running long term.
