Cloverleaf Data Center, Greenleaf, Wisconsin

Cloverleaf Infrastructure, a Houston-based data center developer, withdrew its plan for a roughly 500-acre data center campus in the Village of Greenleaf, Brown County, Wisconsin, in January 2026, days after residents packed an informational meeting. The company's chief development officer, Aaron Bilyeu, said Cloverleaf backed out after officials told it "the village of Greenleaf is now off the table" for such a project.

The plan surfaced when residents were offered between $50,000 and $120,000 an acre for land between Highway 57 on the east, the East River on the west, Mallard Road on the north and Fair Road on the south; Cloverleaf was later revealed as the buyer. One resident said the offer came by phone, with word that some neighbors had already sold. Katrina Magnuson, who owns Ledgestone Vineyards and Gnarly Cedar, learned the facility would sit directly across from her business. "We are on wells out here. You hear the stories about those going dry. Our streams, our natural resources. We're right here on the Niagara Escarpment, which is a geological wonder," she said.

Nearly 100 people attended a Stop the Data Center meeting that Jayne Black, a Brown County resident and field organizer for Moms Clean Air Force, helped organize, and Cloverleaf withdrew soon after. Bilyeu said Cloverleaf would not pursue projects in Greenleaf or the Town of Wrightstown, citing its preference for working with local leadership. "This is a great relief. We know the fight's not over," Magnuson said, and Bonnie Crossman, the Village of Greenleaf's board president, said the village's focus "will always be, what's best for this small community."

Cloverleaf's interest then moved to the Village of Wrightstown, also in Brown County, where voters said no to an advisory referendum on supporting large-scale data center development, 1,033 to 151, on August 11, 2026. "We don't want a data center in this town at all," said Jason Stun, a Wrightstown village resident; the referendum does not bind the Village Board. Brown County's planning committee declined in June to pursue a countywide data center moratorium, reasoning that every town, village and city in the county already has its own zoning, so a countywide rule would not change anything.
