Project Bluestem data center, Tonganoxie, Kansas

Cloverleaf Infrastructure's proposed Project Bluestem is a hyperscale data center and power plant on more than 1,000 acres of the former Tailgate Ranch south of Tonganoxie, in Leavenworth County, Kansas, near the Tonganoxie/Eudora interchange on Interstate 70. Cloverleaf told the Journal-World the center could need up to 1.2 gigawatts of power.

The developer's site promises closed-loop cooling, to pay for any power and transmission upgrades, more than 1,000 construction jobs over two-plus years, and more than 50 permanent jobs at first and over 200 at full build-out. A county moratorium on data center applications was allowed to expire, and the project is still early in the county's application process, with no timeline for a decision.

On Sept. 16, 2026, more than a thousand people packed or crowded outside the administration building at the Leavenworth County Fairgrounds for a three-hour forum held by the County Commission. Residents raised noise, energy and water use, property values and the heat the project would give off, and the area is full of "no data center" yard signs.

Commissioners Mike Stieben, Vanessa Reid and Jeff Culbertson said they shared several of the concerns but stopped short of opposing the project, and said they would do more research before the Leavenworth County Commission decides.
