Guadalupe Quarry Redevelopment Project Data Center, Brisbane, California

The data center once planned at the Guadalupe Quarry on San Bruno Mountain in Brisbane, San Mateo County, California, has been dropped: developer Orchard Partners now says its renamed Quarry Innovation Center "is intended to be 100% Advanced Manufacturing and related uses. It does NOT include a data center." The City of Brisbane's revised environmental notice, circulated on August 6, 2026, describes a light fabrication building with offices, research, storage and distribution uses, a parking garage and an electrical substation, with no data center. The quarry, which has supplied rock since 1895, including for San Francisco International Airport, would close under the plan.

The data center was itself a revision. Orchard Partners first planned a 1.3 million-square-foot, three-story warehouse, then in July 2025 swapped it for two two-story buildings of about 900,000 square feet, one a data center and the other warehouse and advanced manufacturing space, after opposition over noise, traffic and the mountain's endangered butterflies. The data center in that version was to be 180,000 square feet. The current plan is a single two-level building of 892,000 square feet on about 61 acres to be annexed into Brisbane, with about 82 acres set aside as protected open space, according to the developer.

Environmental groups opposed the earlier versions, and San Bruno Mountain Watch says its goal is to end all industrial activity on the mountain. "To us, it's not really as much about the type of industrial use," said Ariel Cherbowsky Corkidi, executive director of San Bruno Mountain Watch, "it's that there will be an industrial use in a place that has potential to be a mountain again." Del Schembari of the Mountain Butterfly Collective called it the "wrong project, wrong place." Concerns center on rare and endangered plants and animals on the mountain, including several butterfly species. The developer argues that without the project the quarry's owner holds permits to keep mining through at least 2055.

The project now goes through a recirculated draft environmental impact report, and Orchard Partners says it will complete a full review rather than seek the exemption state law offers advanced manufacturing. The project would go before the Brisbane City Council, and the developer also needs county, state and federal permits. The latest update is the city's August 2026 revised notice.
