Data centers in San Francisco County, California: 2 projects mapped
San Francisco has two commercial data center sites, both in the Bayview, and its supervisor there wants to stop any more. In September 2026 District 10 Supervisor Shamann Walton introduced a 45-day moratorium on all new data centers, of any size, as a first step toward a permanent citywide ban. It needs Board of Supervisors approval, and the Planning Commission could extend it to 22 months and 15 days.
The newer site is Novva Data Centers' campus at 400 Paul Avenue, a 7.5-acre former Link-Belt factory approved by the Planning Commission in 2016. Its first 9 megawatts of power came online this summer, and Novva plans to keep adding capacity through 2028, to 28 megawatts according to DCD or 36 according to Mission Local. A moratorium extended by the Planning Commission could hold up that expansion. Across the street, Digital Realty runs the 200 Paul Avenue carrier building, built in 1999, and it also owns 365 Main Street.
"We need to know what these impacts are," Walton said. "Until we know what that is, it needs to stop." The largely low-income, historically Black Bayview has lived for decades with pollution from truck traffic, a PG&E power plant that closed in 2006 and the Hunters Point Naval Shipyard. Just over the line in Daly City, Global Stack has proposed a 10-megawatt facility at the Cow Palace. All three leading candidates to succeed Walton, whose term ends in January 2027, back some form of moratorium.
