LS Power data center, Ashland, Virginia

LS Power has withdrawn its zoning request for a data center campus at 10165 Old Ridge Road near Ashland in Hanover County, Virginia, next to the Doswell gas plant it used to own. The withdrawal came in a letter from the developer's attorney to the county in May 2026. It is not clear why LS Power pulled the plan, and no new zoning application had been filed as of late June 2026.

The latest site plan called for three or four data center buildings on about 200 acres, south of Kings Dominion and the Doswell Energy Center, with a GE Vernova gas turbine and on-site solar. In 2025, LS Power asked federal regulators to let it sell about 300 megawatts of power from two gas units at the Doswell plant to a data center planned there, but the company has since sold Doswell to NRG Energy. It is unclear whether the land sale for the two parcels near Old Ridge Road is still pending.

Hanover County supervisors voted 4-3 in May 2026 to deny Tract's 430-acre Mountain Road Technology Park nearby, with Supervisor Jeff Stoneman saying the water concern is valid. In August, the county planning commission voted 5-2 to recommend a separate project, WestDulles Properties' Iron Horse data center campus on East Patrick Henry Road, over objections from most of the dozens of residents who spoke.

In Hanover, the planning commission makes a recommendation on each data center rezoning and the county Board of Supervisors makes the final decision, which is where Iron Horse goes next. LS Power has not said whether it will file a new plan for the Old Ridge Road site.
