Ironhorse East Ashland data center, Ashland, Virginia

WestDulles Properties of Reston is pursuing the Ironhorse East Ashland data center at 10171 East Patrick Henry Road, on the Hanover County and Ashland town line just east of Interstate 95, Virginia. The campus would span 180 acres and nine two-story buildings totaling 2.2 million square feet; Ashland's town council approved its share in 2024, and Hanover County is weighing a smaller, revised version of the rest. The Hanover Board of Supervisors has a public hearing on the rezoning set for November 10, 2026, according to the county's case file.

Hanover rejected an earlier, larger version of the project in 2024. The new version is smaller in the ways neighbors asked for: building heights cut from 110 feet to 75, a 49-lot subdivision proposal dropped, one access point removed, wider buffers and eleven more acres of green space.

Developer attorney Andy Condlin said the 2024 denial "was primarily, we feel, because of the residential, because of the height at 110 feet and because of the lack of transition from I-95 to the more rural area of the county," and that the new plan addresses each point.

The same week in June 2026 that Hanover's planning commission deferred a decision on the project, the county's board of supervisors voted unanimously to reinstate its data center equipment tax at 45 cents per $100 of assessed value starting in the 2027 financial year. Supervisor Sue Dibble urged caution on the rate: "We need to fully vet this in a very comprehensive manner. This is probably a little premature as far as us effectively raising a tax any higher than our neighbors."

The Hanover Planning Commission's August 20, 2026 hearing on the project was listed as a deferral request on the county's case file, and no result has been published. The request next goes to the Hanover Board of Supervisors, whose public hearing is scheduled for November 10, 2026, with WestDulles's affiliate Tradeport Hanover Land LLC as the applicant.
