Henrico County closed the by-right path to a data center in June 2025, when the Board of Supervisors voted unanimously to require a public hearing and board approval for every new large data center anywhere in the county, including inside White Oak Technology Park, where nine campuses already operate. QTS is moving ahead there under the county's prior rules, planning to add up to 17 buildings across 1,100 acres in Varina, Richmond BizSense reported.

More than 100 residents filled the Varina Area Library on May 19, 2026 for a nearly three-hour town hall on the QTS expansion, called by Supervisor Tyrone Nelson. Other projects await a hearing under the new rules, including Iron Mountain's proposed 200-megawatt White Oak campus and QTS Richmond 5. DC Blox's proposed 10-megawatt project on Hermitage Road and Wagner Urban Logistics' blocked Darbytown Road data center are also on the county's table, along with operating facilities run by Infotel Systems and, in Glen Allen, Uniti's Cavalier Innsbrook.

In May 2024, before the rules changed, supervisors approved 622 acres on East Williamsburg Road for a data center and advanced-manufacturing project by the developer Hourigan; that approval has not been added as a project here yet. Just north of the county line in Glen Allen, Hanover County rejected Tract's Mountain Road Technology Park on May 28, 2026, closing off one of the two projects Henrico residents nearby had worried about.
