A Denver developer called Tract wants to put a 900MW data center campus, Tuckahoe Technology Park, on about 870 acres at the eastern edge of Goochland, bounded by Hockett Road, Patterson Avenue, Route 288 and the Mosaic at West Creek neighborhood, a 55-and-over community of more than 500 homes. Tract is under contract to buy the land, 11 parcels owned by members of the Haddock, Stern and Arenstein families. The concept shows seven development areas and around 12 buildings totaling about 3 million square feet, most 60 feet tall and some up to 80. Tract projects $400 million in real property tax and more than $600 million in personal property tax over the first 20 years, $3 billion in construction and 350 permanent jobs. Tract usually prepares land and power and then sells sites to other companies to build on, and no end user has been named; its application refers to "a restriction on end user to ensure County receives anticipated tax revenues" without saying what that is.
The campus is the first test of the Technology Overlay District that supervisors approved 4-1 in November 2025, over heavy opposition. The district runs about five miles along Route 288 and covers roughly 4,400 acres, most of it in the West Creek Business Park, where data centers are allowed by right; it also allows a small modular nuclear reactor or a gas peaking plant with a conditional use permit. After residents flooded the county with objections, the county carved out the 900 acres near Mosaic and Richmond Country Club as "TOD West," where data centers need a conditional use permit and public hearings, saying it had learned of private talks between a developer and the landowners only after they had happened. A group of residents has sued the supervisors and planning commissioners over how the district was adopted.

Opposition to Tract's plan has been loud. At a Tract community meeting at Goochland High School on July 23, 2026, dozens of residents in red shirts protested outside. "We want to make sure that everyone understands that we don't want data centers in Goochland," said resident Cynthia Haas. Residents also asked about diesel generators near homes, noise and where transmission lines would run. In its formal application on August 5, Tract committed to non-evaporative, air-cooled closed-loop cooling that it says cuts water use by about 95%, lowered its proposed noise limit at the property line from 55 to 52 dBA, and set generator areas 1,000 feet from Mosaic homes, some of which sit 70 to 80 feet from the northern property line.
The application is under completeness review and would go to the Goochland Planning Commission in October 2026 at the earliest, then to the Board of Supervisors for a final vote. Tract has already lost once nearby: Hanover County supervisors voted 4-3 in late May 2026 to reject its Mountain Road Technology Park.
