Lumen's Pittsburgh 2 data center, formerly a Level 3 facility, is an existing colocation building at 200 Technology Drive in Pittsburgh, Allegheny County, Pennsylvania. Mayor Corey O'Connor told TribLive: "I would not support a data center happening in the city of Pittsburgh." The city has no zoning ordinance regulating data centers, so the zoning administrator or the Zoning Board of Adjustment would have to find the closest comparable use if an application came in, zoning administrator Carolyn Ristau said.

After a divided Springdale Borough approved a contentious data center project nearby, advocates turned to Allegheny County to regulate the industry, PublicSource reported. On August 25, 2026, county council members introduced a bill to ban data center construction, including backup generators and cooling towers, on county-owned properties, nearly 30,000 acres of land. Allegheny County Council voted unanimously on September 24, 2026 to approve the ban on "hyperscale" data centers on county land; the rule excludes private land and existing internet infrastructure, and County Executive Sara Innamorato's office said she will sign it.

Innamorato had not signed the county-land ban as of the September 24 vote, though a spokesperson said she is expected to. The county's next step is a model zoning ordinance covering privately owned land, expected to be finished by the end of the year, though sustainability director Brittany Prischak said it will not be legally enforceable.
