Lumen Doraville 1 data center, Atlanta, Georgia

Lumen's Doraville 1 data center is an existing, operating building at 6855 Crescent Drive, with an Atlanta, Georgia postal address, in the Doraville area of DeKalb County. DeKalb County has had a moratorium on new data center development since 2025, and on June 23, 2026, commissioners voted 7-0 to reject a proposed set of data center rules that would have limited them to industrial zoning and set standards for noise, water and energy, after residents urged an outright ban instead.

"Please do not let the monster in," one resident told commissioners, and Commissioner Ted Terry said the county "can't put our heads in the sand" because "data centers are knocking on our doors." On July 7, 2026, commissioners voted to extend the moratorium on new data center development through March 30, 2027 while officials keep studying the industry's impact on water and sewer capacity; Terry cast the only no vote.

DeKalb's moratorium on new data center development runs to March 30, 2027 unless commissioners extend it again or pass new rules first.
