Project Atlas data center, Coweta, Oklahoma

Beale Infrastructure withdrew Project Atlas, its planned 270-acre data center campus at 16192 State Highway 51B near Coweta in Wagoner County, Oklahoma, on March 30, 2026, after the city's planning commission refused to back the rezoning. "In plain terms, no re-zoning means Project Atlas is not moving forward in Coweta," the city said.

The campus would have had at least one phase of about 200,000 square feet, with three more possible, and Beale is backed by the private credit firm Blue Owl. Beale first approached city officials in 2024 and later bought more than 250 acres with the data center in mind.

At the January 19, 2026 planning commission meeting, Beale offered $500,000 for a water plant master study and at least $3 million for upgrades to the city's water system, and said the city and schools would take in at least $1 million to $2 million through franchise fees. "The general consensus of residents is that Beale has been non-committal and less than transparent," resident Julianne Davis told the commission, which voted 4-1 to recommend denying the rezoning.

Supporters included Eric Lemley of Iron Workers Local 584, who said, "If Coweta passes this up then I really feel sorry for them." Secrecy became the bigger story. City Manager Julie Casteen signed a nondisclosure agreement with IPI Management LLC, later known as Beale Infrastructure, on May 20, 2024, which made even the agreement's existence confidential.

Mayor Naomi Hogue and Vice Mayor Jeremy Barnett signed their own nondisclosure agreements on September 3, 2025, and the project was not announced until October 22, 2025. An open records request later showed Casteen had called anti-data center advocates "just not very smart and can't accept change," for which she apologized.

After the withdrawal, residents demanded Casteen's firing, and Police Chief Mike Bell investigated their allegations involving the city council and the city manager. On June 29, 2026, Bell called the allegations "unsubstantiated": "The evidence did not support the findings that state law, criminal statutes or applicable regulations have been violated."

Casteen acknowledged signing the nondisclosure agreement in 2024 and said, "Coweta was a guinea pig in this regard, where we are the first ones presented with this. At the time, it seemed like a normal, standard thing. Turns out it wasn't."

Beale has pursued other campuses around Tulsa. It has been in talks with Claremore over Project Mustang in the Claremore Industrial Park and has been named as the firm behind Project Clydesdale, a planned 506-acre campus in Owasso.

Across Oklahoma, The Frontier found other cities where officials signed data center nondisclosure agreements months before projects became public, and an assistant district attorney in Wagoner County cautioned officials against signing such deals. Any new data center proposal for the site would need a rezoning from the Coweta City Council after a planning commission recommendation.
