Project Anthem data center, east Tulsa, Oklahoma

Project Anthem, Meta's data center under construction in east Tulsa near the Creek Turnpike, is a more than $1 billion investment that Meta confirmed as its own on April 21, 2026, with Gov. Kevin Stitt at the announcement. The site's plat places it in the city of Tulsa, Wagoner County, Oklahoma, with a Catoosa mailing address, and lists the owner as Atmoss LLC. The campus, at 21304 E. 11th St., is expected to be finished in 2028.

The first phase covers 340 acres at the Fair Oaks Industrial Park and was approved in March 2024, with a city tax incentive district that exempts the owner from 85 percent of its annual property tax bill. Meta says it will bring about 1,000 construction jobs and around 100 permanent jobs, and it is partnering with Tulsa Tech and Tulsa Community College on trade training.

Meta said the campus will support Instagram, Facebook, WhatsApp and AI workloads, and that it is committed to building infrastructure so it does not overburden local power and water. The Tulsa World reported in September 2026 that the data center estimates a need of about 1 billion gallons of water a year, and a city permit was issued for an industrial water management building on the site.

East Tulsa residents have pushed back. Cheyenna Morgan, who lives about three miles away, worries the campus will overuse city water and cause pollution, and protested outside the April announcement: "Electric rate increases, there will be noise pollution, construction out there is incredible dangerous." Before Meta's name was public, some city officials signed nondisclosure agreements with the developers, and city staff turned down the project's requests to change Tulsa's noise and nuisance ordinance, according to memos obtained by the Tulsa Flyer.

"Those handful people who live by that, it is going to be hell, excuse my language," electrical engineer Buchanan Dowling said of a possible expansion. In March 2026 the Tulsa City Council passed a nine-month moratorium on new data centers, which exempted both phases of Project Anthem. Atmoss had sought to rezone about 375 more acres between East 11th and East 21st streets for a second phase, but withdrew that application on March 31, 2026; a city spokesman said the developer was "exploring options."

The first phase needs no further zoning vote, and construction continues. Any second phase would need rezoning from agricultural to industrial through the Tulsa Metropolitan Area Planning Commission and the Tulsa City Council.
