QTS Hillsboro 2 data center, Hillsboro, Oregon

QTS Hillsboro 2 is a four-building data center campus in Hillsboro, Washington County, Oregon, and all four buildings are now operating. The research group Epoch AI estimates the campus runs about 180 megawatts of power, likely for computer chips used by Meta, at a capital cost of about $6.8 billion. It is one of three QTS campuses in the Hillsboro area, and QTS says Avangrid's Tower Solar project, a 120-megawatt solar farm, delivers power to the local electric grid to help support its operations there.

Hillsboro has 35 data centers, more than any other Oregon city, and on July 27, 2026, its City Council unanimously adopted a 120-day moratorium on new land use applications for data centers and battery storage sites, the first in the state. Mayor Beach Pace said the city gave only a day's notice of the meeting to keep companies from rushing in applications before it took effect; the pause does not affect existing data centers such as this one. A month earlier, the Oregon Education Association, 1000 Friends of Oregon, Tax Fairness Oregon and others sued Hillsboro and Washington County over 17 enterprise zone tax break approvals granted to data center companies including Adobe, Nvidia and Dropbox in March and April, before a state pause took effect.

The City Council can extend the moratorium for another 120 days while it rewrites the city's development code for data centers.
