STACK Infrastructure's POR01 data center at 3145 NE Brookwood Parkway in Hillsboro, Washington County, Oregon, is one of three STACK campuses in the city, now marketed as an 80 megawatt campus on 18 acres with two buildings. Hours before the Hillsboro City Council adopted a 120-day moratorium on new data centers on July 27, 2026, STACK applied to revise an existing land-use approval for a three-phase campus the city approved in 2014. Because the filing came in before the vote, state law requires the city to review it under the rules that were in effect that morning.

The council adopted the moratorium unanimously with only a day's public notice; Mayor Beach Pace said it was meant to "prevent a rush of applications from data centers." Through November 24, 2026, the city will not accept, process or approve new data center or battery storage proposals, including expansions to existing facilities. Backlash had built after residents learned data center campuses had secured decades of property tax breaks; Hillsboro approved 15 of 17 enterprise zone applications before a statewide moratorium on new data center tax breaks took effect in June.

City Councilor Kipperlyn Sinclair joined a June lawsuit seeking to overturn those tax breaks. "While our residential electricity rates have risen by nearly 50%, data centers continue paying less than half the rate per kilowatt-hour that we do," she said in April. The city's water director, Niki Iverson, has said data centers account for about 1.8% of Hillsboro's annual water demand. STACK was not the only late filer: Wagon Data Center, Corny Data Center and Aligned Data Centers all filed applications in the days and hours before the moratorium, and most proceed under the old rules.

On October 6, 2026, the city council holds a public hearing on its first permanent data center rules, recommended by the Planning Commission in September. They would allow standalone data centers only in the Industrial Park and Industrial Sanctuary zones, cap them at 215 and 310 acres, bar them within 1,000 feet of schools, and require a public hearing instead of staff approval for new facilities. About 12 and 17 acres remain available in those zones under the caps.
