STACK Infrastructure NVA02 data center, Manassas, Virginia

STACK Infrastructure's NVA02 data center campus in Manassas, in Prince William County, Virginia, covers more than 200 acres and is planned for at least seven data centers providing 420MW across more than 2.3 million square feet, fed by two dedicated 300MW on-site substations, according to the company. Its existing buildings are along Hornbaker Road, and in September 2025 the county board refused to let STACK extend the campus south into Bristow.

STACK had asked to rezone about 58 acres along Nokesville Road, bought in 2023 from the nonprofit Youth For Tomorrow, from agricultural to a planned business district for two data centers totaling about 540,000 square feet, with a height limit of 75 feet. The land sits outside the county's designated data center overlay district, and residents had objected to its closeness to homes, noise, environmental effects and property values. The Board of County Supervisors voted 4-2 on September 9, 2025 to deny the "Bristow Campus," the first time the board had turned down a rezoning to expand a data center campus outside the area designated for them, the Prince William Times reported. The application had been deferred three times, and STACK pulled it minutes before a June hearing. "I think we all know why this keeps being deferred," Chair Deshundra Jefferson said then. "This is just the wrong place for a data center, very simple," said Supervisor Tom Gordy, whose Brentsville District includes the site. Supervisor Kenny Boddye said of projects moving closer to homes: "We don't have that here." Supervisors Margaret Franklin and Victor Angry voted against denial.

The county has since changed the rules for every future data center. On September 22, 2026 the Board of County Supervisors voted 8-0 for a zoning text amendment ending by-right data center development countywide, so future projects must come to the board for a special use permit. The amendment shrinks the data center overlay district, which dates to 2016; data centers already built or being built, and those with a site plan past the county's quality-control threshold, remain in it. The board kept a 90-day grace period, after Supervisor George Stewart's motion for none, meant to avoid a "gold rush" of proposals in that window, failed 3-5. Rachel Ellis of the Coalition to Protect Prince William County called the amendment "smoke and mirrors" and said "there's no teeth to this."

Setbacks from homes and schools were left for later: the county planning director said staff aim for a Planning Commission hearing in November and a board hearing in January. Any new STACK building outside what is already built or permitted at NVA02 would now need a special use permit from the Prince William Board of County Supervisors.
