AWS Manassas Innovation Drive data center, Manassas, Virginia

The data center at 9680 Innovation Drive in Manassas, Prince William County, Virginia, is a single 213,320-square-foot building on a 31-acre lot. County records compiled by the Coalition to Protect Prince William County in February 2024 show the building is owned by STACK Innovation Holdings LLC, an affiliate of STACK Infrastructure, not Amazon.

Amazon Data Services sold land nearby, an 81-acre property at 9650 Innovation Drive and a parcel on University Boulevard, to STACK Innovation Holdings for $87.4 million in December 2021, according to county records reported by Data Center Dynamics. Amazon had bought both plots in 2018 for $29 million; no source confirms Amazon Web Services as the building's tenant.

Prince William County had 45 operating data center buildings covering about 8.6 million square feet, according to that February 2024 compilation. On September 22, 2026 the Board of County Supervisors voted 8-0 to end by-right data center development countywide, so future projects need a special use permit from the board, though buildings already built or under way, including this one, are unaffected.

Rachel Ellis of the Coalition to Protect Prince William County called the new rule "smoke and mirrors" and said "there's no teeth to this." The county kept a 90-day grace period before the new rule takes effect.
