QTS Kearneysville Data Center, Kearneysville, West Virginia

QTS is planning a data center campus near Kearneysville on 300 acres split between Jefferson and Berkeley counties in West Virginia's Eastern Panhandle, with the first two buildings planned for the Berkeley County side. The Berkeley County Planning Commission signed off on the concept plan for those two Berkeley parcels in March 2025.

The Berkeley land includes a 90-acre parcel for the two buildings, a guard shack, an electrical switching station, a water tank and stormwater ponds, plus a narrow parcel for access from Charles Town Road (Route 115). The third parcel, 191 acres in Jefferson County, is zoned industrial, and as of April 2025 the Jefferson County planning office had not received any plans for it. The F.O. Day Company sold the three parcels to IB10 Martinsburg LLC in July 2024; the land has access to a natural gas pipeline and two high-capacity transmission lines, and Berkeley County would provide water and sewer for the first phase, according to the plan documents.

"We are in the initial stages of planning," a QTS representative told the Observer, adding that the company would communicate updates as it works to advance the project. QTS has not given a size in megawatts, an investment figure or a construction date for the site. The next step is a site plan filed with the Jefferson County planning office for the 191-acre parcel, which had not received one as of April 2025.
