Tract Data Center, Chester, Virginia

Denver-based developer Tract withdrew its rezoning application for a data center park on 744 acres at 16100 Branders Bridge Road in Chesterfield County, Virginia, on July 1, 2025, after the county Planning Commission unanimously recommended denial. The site sits in southeastern Chesterfield near Colonial Heights, between Branders Bridge Road and Swift Creek. Tract said it intended to resubmit the application "in the coming months." Chesterfield's own list of data center projects, current as of July 2026, does not show a new filing at the Branders Bridge Road site.

Tract had planned up to 11 data center buildings totaling about 2 million square feet on roughly 350 acres, with about 365 acres left as open space, and offered to cap water use, limit generator noise to 60 decibels, cap building heights at 110 feet and keep a 725-foot buffer along Branders Bridge Road. Planning commissioner Gib Sloan, who represents the Bermuda District, said the project's location, not its design, was the problem: "Inside the property lines, I feel like it's a good case. Where I have a real challenge is where it's located," he said, calling Branders Bridge Road "by every definition" a substandard road.

Chesterfield's Board of Supervisors has since adopted a zoning ordinance that ends by-right development of new data centers, so a refiled Tract application would need a conditional-use permit, first from the Planning Commission and then a final vote by the Board of Supervisors.
