Napa County's only data center proposal lasted about as long as one public meeting. On June 25, 2026, Global Stack LLC, a Santa Ana company incorporated in California that March, presented a plan to Calistoga's Fairgrounds Advisory Committee for the city-owned, 70-acre Calistoga Fairgrounds. The plan was an 8- to 10-megawatt edge data center, a multi-story parking garage adding 500 to 1,500 spaces, and a pad for helicopters and, eventually, electric air taxis. Global Stack president Nicholas Kovacevich, then a member of the OC Fair Board, described container-sized computing units drawing under 10 megawatts that would shut down during grid emergencies. He said the company would need at least two to three acres and wanted only a non-binding memorandum of understanding to begin talks. The deck circulated before the meeting projected a $6.3 billion statewide investment. Kovacevich said that figure covered the full network and that the document was an older version.
Nearly 100 people packed the meeting, and 18 residents had already emailed objections. They raised noise, pollution, water and power use, traffic, helicopter flights and the town's small-town character. "If we took 100 years to come up with an idea that's a worse fit for our small town, we couldn't come close to anything as bad and thoroughly tone-deaf as this," wrote resident Eden Umble. Sonny Thielbar, who said he works in energy storage development, told the committee he had spent about 10 minutes researching Global Stack and found no completed projects. The Napa Valley Register found that the three subsidiaries named in the pitch, MeshClusters LLC, DAA Parking LLC and PanGalactica LLC, did not appear in the California Secretary of State's database. Residents also pointed to the 2024 deal under which Napa County sold the fairgrounds to Calistoga for $2 million, well below market value. The county kept a 99-year right of first refusal and a repurchase option if the city ever tried to rezone for uses outside the property's historical purposes, which the agreement says exclude large-scale commercial development.

The city dropped it. Deputy City Manager Rachel Stepp said it had been a presentation, not a proposal, and that community response played a large role in ending discussions. She told Patch the city had never planned to pursue it, and that the California Department of Food and Agriculture, which oversees fairgrounds, had brought Global Stack to Calistoga. The department did not return Patch's calls. What residents asked for instead is a fairgrounds master plan, which the committee's 2026 work plan makes its main job and which was running behind schedule in June.
Global Stack has told fair boards it wants sites at up to 70 California fairgrounds by 2030, and the idea has met resistance across the state. Solano County's fair association called it "basically tabled." The Cow Palace in Daly City said it was still evaluating a similar pitch. On September 15 the Ventura County Fair Board voted 5-3 to end its memorandum with the company. Elsewhere in California, Oakley imposed a temporary moratorium on data centers in April, and in June Monterey Park voters passed a permanent ban.
