Data centers in Stanislaus County, California: 1 project mapped

NorthPoint Development, a Kansas City company, is pitching a data center of 25 to 50 megawatts on the former FMC barium plant site at 1200 Graphics Drive in Modesto, beside Highway 99 and just south of the Modesto Irrigation District's Woodland Power Station. No application has been filed. Mayor Sue Zwahlen says the city's zoning does not allow large data centers, so the Planning Commission and City Council would both have to change it first.

About 200 people packed the August 11 council meeting and around 50 spoke against data centers; a petition passed 1,700 signatures in under a week. Five of the seven council members said they favor a moratorium, and staff are preparing one for a future agenda. Councilmember Chris Ricci, whose district includes the site, wants a ban outright. In December 2025 the Planning Commission split the 43-acre site in two without knowing a data center was in mind. "If I had known, I would not have approved it," Commissioner Naramsen Goriel said.

On the county's west side, Patterson, where data centers are allowed in industrial areas, adopted a 45-day moratorium in July and on August 18 unanimously extended it through July 2027 while it writes rules. "We already have a water issue," resident Linda Mendoza said. County supervisors have taken no position; chairman Vito Chiesa called it "too premature" with no proposals in the county's jurisdiction, and planning director Angela Freitas said a data center would need discretionary review.
