Project Ruby, a proposed data center for one of the country's biggest tech companies, would sit on 865 acres of wild land in the Upatoi area of northeastern Muscogee County, bordering Harris and Talbot counties. Columbus Council voted 6-2 on June 16, 2026, to create a technology overlay zoning district, the rules any large data center must meet, but the developers still need council approval of a rezoning request they have not yet filed. As of late August, no data center had been approved.
Choose Columbus, the Development Authority's marketing arm, announced the project in February with Habitat Real Estate Partners, which owns the land, and Atlas Development, promising more than $5.18 billion in investment between 2027 and 2030, 195 jobs and property taxes rising to $68.7 million a year by 2030. Its four buildings would cover about 15 percent of the site, near high-voltage lines and a substation. The overlay sets a 500-foot buffer, noise limits of 55 to 75 decibels and on-site pretreatment of wastewater.

Residents in red shirts have protested for months, and an online petition drew 5,000 opponents. "It will bring pollution as well as raise our electrical rates and it will lower our home values," Kim Hicks told council in March. Councilors Joanne Cogle and Simi Barnes voted against the overlay; "This is a premature thing," Cogle said. At an August town hall, Councilman Walker Garrett put the low-end tax estimate at about $80 million a year and warned the project could go to a nearby county instead.
"We're seeing too many projects getting canceled," resident Ric Rivera replied. "I just don't see that promise as being believable." Resident Paul Olson has asked the Georgia Attorney General to find that the planning commission broke the open meetings law before recommending the overlay. The next decision on Project Ruby itself would be the council's vote on the developer's rezoning request, once it is filed.
