Atlas Development data centers: 8 sites mapped

Atlas Development is a small Carrollton, Georgia company whose president, Jonathon Ward, previously worked for the Atlanta-area contractor United Grading; it lists seven employees on LinkedIn. It has acquired land for several large Georgia data center campuses, though industry databases show no record of it completing or building one. At its biggest project, the real estate company Prologis is the actual backer, staying out of public view for months while Atlas served as the public face.

That project is Project Sail, a $17 billion campus proposed for western Coweta County. On April 7, 2026, county commissioners voted 3-2 to rezone the 830-acre tract for industrial use despite 7,820 signatures asking them to deny it. The approval clears a nine-building, 4.34-million-square-foot campus near Welcome Sargent Road and Wagers Mill Road, outside Newnan, on land the state designates a "Most Significant Groundwater Recharge Area." "Atlas Development has never built a doghouse," resident Steve Swope said. Seventeen residents, farmers and landowners have since sued the county and Atlas in Coweta County Superior Court to void the rezoning.

In Bartow County, Atlas withdrew its Project Springbank proposal near Adairsville on May 13, 2025, after the planning commission voted 6-1 to recommend denying the rezoning of 630 acres. In northern Carroll County, it pulled a data center complex depending on annexation into Temple after two weeks of opposition and the county commissioners' refusal to support the annexation. "This does not mean it's all over," the Carroll County Anti-Data Center Coalition said.
