Project Gracie (Atlas Development) data center, Rome, Georgia

Project Gracie is Atlas Development's plan for a seven-building data center campus on greenfield land along Vann Road NW, between Rome and Coosa in Floyd County, Georgia. The state filing describes 2.395 million square feet of data centers, built out by the end of 2032. Atlas, based in Carrollton, had no track record of building data centers, and Gracie was its fifth large proposal in Georgia since January 2025, Bisnow reported.

The site, more than 200 acres of unused land off Vann Road, sits right beside Coosa Middle School. The Floyd County Board of Education sold 114 acres behind Coosa High School for the data center at a reported price of around $40,000 an acre, after approving the sale at a November 26 meeting. Before the Rome-Floyd Planning Commission, Atlas attorney Brandon Bowen put potential tax revenue at up to $50 million a year for the county and its school system, and the plans called for about 20 employees per building at average salaries of $120,000. Superintendent Glenn White told the board: "I wouldn't support it if I thought it posed any danger to our students." Neighbors raised traffic, noise, light pollution, environmental harm and a natural spring that runs through the property, and the commission voted 4 to 3 to recommend heavy industrial zoning.

Coosa residents packed the room when the Floyd County Commission heard the rezoning on May 27, 2025, and it was approved. "We have experienced burning bans, we have experienced watering restrictions where we could not water our lawns," said Alan Brinson, who was worried about "using an additional several million gallons of water." "The risks to our neighborhood, our schools, our water, our power, and our quality of life are simply just too great," said Wendy Lignell. Commissioner Scotty Hancock said the developers came for the county's water: "Floyd County did not recruit them. They came to us with this project." He said the board had discussed a moratorium "because there are only so many of them our community can absorb." The approval limits the land to data center use, requires dark-sky lighting and noise limits, and imposes a 100 foot undisturbed buffer to adjacent properties and the full 200 foot buffer along the southern line.

Atlas later backed out of a second Rome site: in August 2026 it ended a preliminary agreement to buy the remaining 100 acres of the Battey Business Complex on North Division Street for $5.7 million, and neither Atlas nor the development authority gave a reason.
