Avemore GA LLC Data Center, Villa Rica, Georgia

Atlas Development wants to put a data center campus where Villa Rica, in Carroll County, Georgia, once zoned land for a housing project called Avemore. The city council cleared 200 single family homes, 300 multi-family and live/work units, and a retirement community with independent living and memory care on the site in 2018, then raised the housing limits in 2020 and cleared more senior housing in 2021. Avemore GA LLC now wants seven data center buildings on roughly the same 432 acres instead.

On August 20, 2024, Avemore GA LLC asked the planning and zoning commission to extend the 2018 zoning, due to expire September 12, 2024, and to add light industrial zoning for the data center buildings. Community development director Nina Shabazz recommended denying both requests, writing that the data center was a "completely new project that was never reviewed or approved" and telling the applicant to start over with a full application.

Site plans in the packet showed seven buildings of 350,000 square feet each, about 2.45 million square feet total, on parcels held by Avemore GA LLC, Jerry Tolbert and Brenda Matthews. The application was later withdrawn and refiled, and city staff then recommended approval. In April 2025 Atlas Development filed a Development of Regional Impact application with the state for a 428-acre technology and data park on the site, with a first phase planned for 2028.
