Project Springbank data center, Adairsville, Georgia

Project Springbank was Atlas Development's proposal for six data center buildings on 588 acres of farmland near Adairsville in Bartow County, Georgia, about an hour northwest of Atlanta. The $4.5 billion plan called for six buildings of 379,000 square feet each, using up to 78 megawatts per building and 432 megawatts in total, enough power for about 324,000 homes. The Bartow County planning commission recommended denial, and Atlas Development withdrew the proposal in May 2025.

Atlas Development, founded in 2017 in Whitesburg, filed a Development of Regional Impact request on February 14, 2025; the land was zoned agricultural and miles from any industrial zone, so the company needed a rezoning. Bartow County resident Josh Cauthen told the planning commission, "If this goes through, you've placed an industrial zoning in the area, and it'll open up the floodgates for all the properties around it."

Bartow County has had its own zoning limits on data centers in place since January 1, 2025, with no set end date, as more Georgia counties adopted or considered similar rules.
