Data centers in Louisiana: 10 projects mapped
Louisiana has three of the country's biggest data center projects. Meta's Hyperion campus in Richland Parish is under construction, powered by new Entergy gas plants. In northwest Louisiana, Amazon plans three connected campuses in Caddo and Bossier parishes worth more than $12 billion, built with Stack Infrastructure, which will own the buildings. In West Feliciana Parish, Hut 8 is developing a data center and has committed $16 million to upgrade the parish water system.
Amazon says it will pay 100% of its own electricity costs, including upgrades to SWEPCO's substations and lines, spend $400 million on public water systems in the Caddo-Bossier area, and use water for cooling less than 13% of the year. "This is not going to cost the people of Louisiana any more on their utility rates," Gov. Jeff Landry said. Meta will pay for Entergy's new gas turbines, but the $550 million cost of transmission lines to its site will be passed to utility customers.

Local deals in Caddo and Richland parishes could exempt 60% of property taxes if Amazon and Meta meet hiring goals of 150 and 300 jobs. A 2024 law gave local officials more room to sign nondisclosure agreements, and residents and some officials did not know about the Meta project until Entergy applied for its power plants in October 2024. The state revenue department says it cannot estimate the future cost of the data center sales tax rebate.
Pushback so far is limited. The New Orleans City Council passed a one-year moratorium on data centers in January 2026, citing unclear zoning definitions. In Caddo Parish, the commission declined to vote on a moratorium on developments drawing water from Caddo Lake, and on August 17 Commissioner John Paul Young's proposed two-year pause on data center tax incentives was sent back to committee after the parish attorney said a moratorium cannot be passed by resolution.
