AWS Resilient Technology Park (Shreveport) data center, Shreveport, Louisiana

Amazon Web Services announced on August 18, 2026 that it will invest $6 billion in a data center campus at the Resilient Technology Park in west Shreveport, Caddo Parish, Louisiana, to be built by STACK Infrastructure, after a court fight over the site's permit. It is the third AWS data center campus in the Shreveport-Bossier area, bringing Amazon's planned investment there to $18 billion.

The 313-acre park sits off Greenwood Road next to Interstate 20. The data center's address is 7340 Greenwood Road, inside the Shreveport city limits. STACK has said the Shreveport campus will be roughly the same size as its other two, about 1.3 million square feet. A STACK representative put completion of construction in the middle of 2028. AWS says the campus will create about 210 direct jobs and some 2,250 construction jobs, and that it will pay for the water and wastewater work and fund new power infrastructure with Southwestern Electric Power Company. The companies have not disclosed the campus's power capacity or number of buildings.

The site needed a special use permit because it is close to a residential subdivision. The Shreveport Metropolitan Planning Commission denied it on December 3, 2025, and after a long and contentious meeting on December 18 the City Council voted unanimously to overturn that denial. In January 2026 Mooringsport Mayor Tyler Gordon and two Caddo Parish residents, Michael Craft and Mary Blakemore, sued Mayor Tom Arceneaux and the city, arguing leaders failed to provide "sufficient transparency" and to consider "environmental impacts." "I would love to see development here that benefits us but we just need to do it in a way that won't harm long-term water security," Gordon said. Because of the suit, the site was left out of Gov. Jeff Landry's February 23 announcement of Amazon's first two campuses.

On April 20 District Court Judge Ramon Lafitte dismissed the petition and upheld the council's decision. The plaintiffs' attorney, Jake Bailey, said the case had put much more on the record and asked the city to stop "blindly rubber stamping this process," adding that the data center will now have diesel generators he believes were not in the original plans. "The problem is that once the permit's approved, it's approved," Bailey said. In May the Sierra Club announced that the plaintiffs would appeal Lafitte's ruling.

The other two campuses are already moving: STACK is building near Benton in Bossier Parish and at the Stateline site near Blanchard in Caddo Parish, where residents protested outside a March 2026 community meeting. At that meeting STACK's Kevin Greer said the Stateline center's 57 million gallons of water equals the use of 530 homes, and SWEPCO's Paul Pratt said STACK and AWS had committed to pay for all needed electrical upgrades. The parishes' incentive term sheets cut the property tax rate further if the company builds three or more projects, and three more term sheets have been signed for undisclosed locations.

What happens next: the Resilient Park data center must meet Shreveport's noise ordinance, the plaintiffs' appeal would go to Louisiana's 2nd Circuit Court, which one of their attorneys, Clay Garside, called the most obvious route, and Bailey has said his firm is preparing nuisance claims in case residents suffer noise, air pollution, vibration or flooding. The Shreveport City Council and Mayor Arceneaux made the local decision.
