Data centers in Montour County, Pennsylvania: 2 projects mapped
Montour County, Pennsylvania's smallest county by area, turned down Talen Energy's request to rezone land near its Montour Steam Electric Station in Anthony Township, outside Washingtonville, for what Talen acknowledged "could include data centers." Residents linked the request to Talen's 2024 sale of a nearby power plant campus to Amazon Web Services for $650 million, and organized as Concerned Citizens of Montour County, gathering 3,000 signatures against it. In February 2026 the three county commissioners unanimously denied rezoning more than 800 acres. "No evidence was provided demonstrating that the benefits outweigh documented and foreseeable public harms," said commission chair Rebecca Dressler.
Residents said Talen offered to buy land at six to seven times market value, and hundreds turned out to hearings in red "Say No!" shirts. Farmer Mike Leighow, who works land his grandfather bought in 1901, said, "If we can't get water, we can't survive." Talen said afterward it remained "committed to pursuing a path forward in Montour County," and a Food & Water Watch organizer said landowners in surrounding communities were being approached about alternative sites.
The county has since written its own data center rules. At the end of April 2026 the commissioners unanimously approved planning commission amendments to the county's land-use ordinance capping data center heights at 45 feet, plus 15 feet for equipment, and doubling the setback from homes and other sensitive sites from 500 to 1,000 feet. Planning Commission chair Greg Molter said the amended ordinance still needed a 30-day public notice, a hearing and a final vote by the commissioners; no final vote has been reported since.
