Data centers in Lycoming County, Pennsylvania: 1 project mapped

Lycoming County's data center fight is in Muncy Township, a community of just over 1,000 people on the West Branch of the Susquehanna River, and so far it has been fought mostly over paperwork. DANKO Holdings II and Fishlips LLC have applied to build the Muncy Data Center: three buildings totaling about 699,574 square feet, with water storage tanks and a treatment facility, off John Brady Drive near Yetter Road, on about 100 acres of former Muncy Farms cornfields. DANKO is owned by Williamsport developer Dan Klingerman; no power figure, water figure or end user has been made public.

At a special meeting on April 28, 2026, supervisors passed a nine-month moratorium on data centers while the township wrote rules for them; asked whether an application had come in, supervisor Terri Lauchle said no. The Williamsport Sun-Gazette later found a zoning permit application dated April 15 already in the township office, with more filings on April 22 and 27; the township's solicitor, Joe Orso, said the developer read the moratorium agenda and rushed to file before the vote. Orso also says DANKO skipped the normal step of asking the zoning officer for a determination, instead filing a curative amendment arguing the zoning code is invalid because it says nothing about data centers.

Because the township held no hearing within the 60 days state law allows, the developer published a notice in July claiming deemed approval. Neighbors Sean Tetreault and Rae-Ellah Biddle, whose farmhouse sits between Muncy Farms and the site, filed a land use appeal in Lycoming County court in September, arguing the project threatens "unmitigated industrial noise, extreme electrical grid loads, and massive cooling-water consumption" and asking a judge to overturn the deemed approval or send it back for full hearings. Orso has warned the litigation could mean a one- to two-year delay. The township's planning commission is drafting its own data center ordinance, with a public hearing tentatively set for November 4 and adoption tentatively on December 9.
