PNK Group, a New York developer, wants to convert a vacant warehouse at 198 Enterprise Blvd. in the Great Stream Commons industrial park outside Allenwood into a data center campus of about 1 million square feet in three buildings, drawing more than 300 megawatts of power. Because Gregg Township's zoning does not list data centers as a use, PNK needs a curative amendment and conditional use approval, and the three supervisors have 45 days from the close of hearings on September 14 to decide. Township solicitor Rick Shoch said the decision will likely come at a special meeting before October 29 at the Warrior Run social hall.
The fight has been over noise. More than 180 people attended the first hearing on July 20, where residents accused company representatives of lying and questioned chief development officer Anton Voronkin about his Russian heritage. PNK says its closed-loop cooling will use only domestic amounts of water and that equipment 770 feet from the nearest property will run at 45 to 48 decibels by day, under the township's 55-decibel limit. At the second hearing, PNK's acoustics witness acknowledged no equipment had actually been chosen yet. "You need to be responsible, physically and financially responsible for that," said Emory Martin of Allenwood.
The opposition has borrowed tactics, including its red shirts, from a successful fight over Talen Energy's data center plan near Montour County's power station. An earlier attempt to build in the same industrial park, by Data Centric LLC, collapsed in 2025 when the company walked away during its due-diligence period, keeping its deposit. In August, supervisors separately approved a land development plan for a substation to serve the warehouse, which officials stressed did not authorize a data center.
