Data centers in York County, Pennsylvania: 2 projects mapped

Energy Capital Partners announced in July 2025 that it would build a $5 billion AI data center at Calpine's York 2 Energy Center in Peach Bottom Township, next to the existing gas plant, but no formal plan has been filed with the township. Because the site is already zoned industrial, Peach Bottom has been writing its own data center ordinance in advance, covering noise, water testing, emergency response and training for local firefighters, who currently lack the equipment to respond to a data center incident.

Residents have pressed officials at repeated workshops. "Nobody has come to us and said, 'Hey, this is what we're planning on doing,'" Planning Commission Chairman Wes Carter said. "Nobody's put forward a land development plan or anything like that." The planning commission has sent its draft ordinance to municipal and county officials for review, ahead of a public comment period and a final vote; no date for that vote has been set.

In Fairview Township, supervisors approved a zoning change in June 2025 allowing data centers as a conditional use with a required sound study and setbacks. The applicant, Fairview Crossroads LLC, wants to build a 750,000-square-foot facility its representative valued at $500 million, adding more than $6 million a year in township tax revenue. Farther north, a developer has approached landowners in East Manchester Township, and rumors of other projects have circulated in Manchester and Windsor townships.
