Data centers in Bowie County, Texas: 2 projects mapped

Bowie County sits on a Southwestern Electric Power Co. transmission line between northwest Texarkana and Valliant, Oklahoma, where at least five data center or solar projects have been proposed in two years. The largest is Project Big Pine, a 500-acre campus at TexAmericas Center announced in April 2026; developer Potentia Development says it could bring $3.5 billion in investment and about 120 permanent jobs. Potentia plans to power the site on site with battery storage in a first phase of 300 megawatts by 2032, growing to 800 megawatts by 2036, while it waits in SWEPCO's grid queue.

The county's own land is also in play. On August 28, 2026, commissioners approved a $12 million sale of 582 acres north of Interstate 30 to Datahub Developers LLC, a company traced to Jackson Healthcare's Georgia offices; no deed, permit or utility agreement had been filed when local reporters checked. Black Mountain Power separately bought 600 acres at Red Lick in March. Texarkana already has a smaller, established data center: a 67,500-square-foot Windstream facility on Olive Street, one of eight the company put up for sale this year.

Residents have packed the commissioners court more than once, with close to 150 attending one meeting this summer. "Don't rubber stamp every project that comes through asking for abatements," Christal Prince told the court. Others cited fire risk from battery storage near the Sulphur River basin and Lake Wright Patman, and the secrecy of nondisclosure agreements. Commissioner Mike Carter said he too opposes a data center but noted the county has no zoning, and pointed to a $100 million lawsuit a developer filed against neighboring Hill County after it passed a moratorium.
