Data centers in Fort Bend County, Texas: 1 project mapped

Fort Bend County's only recorded project is Lambda Houston, a data center ECL is proposing at the former ECL TerraSite in Sugar Land; its status beyond "proposed" and its power use have not surfaced. The county's clearer story so far is regulation written before any project arrived: Missouri City, a city of more than 78,000 with no data center inside its limits, passed new zoning rules in May 2026 requiring any proposed data center to disclose its expected energy and water use before getting a building permit, and to hold public hearings before a special use permit is granted, Houston Public Media reported.

City staff called it preparation, not a ban. "This gives us the proactive ability to create the standards that we want to see for locations within the city of where they would be appropriate," said Development Services Director Jennifer Thomas Gomez. The industry pushed back: Data Center Coalition vice president Dan Diorio said water-use worries are "a common misconception." Donna Thomas of the Fort Bend County Environmental Organization disagreed: "People don't realize what that's going to do to your water ... it's going to impact the water that we have."

Missouri City's move is part of a wider pattern. In September 2026 The Real Deal counted dozens of Texas cities and counties with data center moratoriums, bans or special-permit rules, and listed Missouri City as Fort Bend County's entry. The magazine noted Gov. Greg Abbott had ordered a statewide pause on new data centers connecting to the grid until regulators audit their power and water use.
