Gray County has two data center projects, and it is the second, not the first, that is under construction. Intersect Power, the energy developer Google has since acquired, won a county tax abatement in 2024 for a green hydrogen plant east of Pampa, then switched the site in 2025 to a data center campus called Meitner: up to three buildings of 600,000 to 750,000 square feet each, an estimated $1 billion apiece, drawing 840 megawatts from its own wind and solar farms. By January 2026 crews were pouring the slab for the first building, KFDA reported, and Pampa Mayor Mike Borger called it a $3 billion project.
The abatement fight ran through 2025. Landowners inside the reinvestment zone said they were never consulted. "Intersect did not contact a bunch of us, I promise you that. We were slapped in the face with this," Denise Howard told the commissioners court on October 15, saying two homes sat within 300 yards of the buildings. Supporters, including the chamber and Pampa ISD Superintendent Hugh Piatt, said the county needed the tax base. The court approved the abatement unanimously that day. "We made it a condition of these agreements that this will be an air-cooled data center," Commissioner Logan Hudson said. "The moment it ceases to be, you no longer get the tax abatement, and you owe us the back taxes."

The county's first proposal, APR Energy's 800-acre campus starting at 400 megawatts of modular gas turbines, got local approval in June 2025 but has not found a tenant or sought a county abatement since. At a February 2026 forum, County Judge Chris Porter said two more data center developers were talking to the county without seeking abatements "because they want to use water," without naming them.
